Zwink gave me Bogota since he was gonna abandon it, but I've discovered I'm way too busy with Phoenix and my other Aricalii cities to work on it half the time. The only rule is that you can't leave the 'nation' Bogota is currently in. The following aren't requirements, but if you have them it'll make your chances of getting Bogota higher.
[size=18pt]You shouldn’t have another primary project/city but Bogota.
You should have good building experience.
You should be decent at the style Bogota is in (./warp Bogota)
