You should be able to find IRC clients for your phone, I can give you the IRC details if wanted.

Well I found a few IRC clients in the app store, but because they’re rated 17+, I can’t get 'em. STUPID PARENTAL RESTRICTIONS!!!

Well, when you manage to find a IRC client.
The server info is irc.eu.gamesurge.net.
The port is 6676.
And the channel is #projectcitybuild
