Taking a city near mine

  Heya, some months ago, we (me and tuzao) made a post on forums to take a city near Budapest (/warp Budapest), this city is named Houston (3682,100,-3629) and owned by an apparently inactive player, that didn't joined since the last post. If we have permission to take it, we plan to move it somewhere else, and give more land to expand our city. What can we do?
