unfortunately i have not been able to get on PCB for a while. there has been a new server update and i am unable to join. it is “paper 1.11”, do i need to download a program or something down that alley to get back on? thanks in advance!

Server is currently down, but otherwise all you need to do is make sure you are using version 1.11 in your Minecraft client.
Any idea when the server will be back up?
