Since no staff are opped anymore, and I need to set up some command blocks in creative for a project, I was wondering if someone could help…
Can you explain what this project is and why you would need command blocks? There are OPed staff. Just let us know what it is you need. Your request may be denied though.

The project is building a pvp arena, and I wanted them for tp and such. Also part of it is the gamemode so people can get items (its in the creative world), and then switch to survival. Once they are done, they switch to creative and leave.

Okay, I can see why it would be useful. One thing I’m concerned about is that I recall someone saying command blocks should never be in creative because it would allow others to copy them.
Another option may be to build the arena in creative as you did, and then move it to survival as a public structure. That solves your main issue. We can use command blocks in survival.
How would they copy them? Players must be op’d to even edit a command block.
You can pickblock a command block, and in 1.8 it is possible to pick a command block and keep the command in it. It would make more sense to transfer it to survival.
Wouldn’t a simple worldguard fix this problem also?
The problem with switching it to survival is then people can’t use any weapon/armor they want. So if they wanted a full diamond armor battle, they would have to get it themselves (which can be super annoying). Besides, what’s the problem with a few command blocks that can tp to a set location? And, like crass said, you could world guard a box around it so players can’t get in and select the command block.
