I was told that I could build without permission from staff but I get there and tells me I can’t. Can somebody please help me? :’(

None has given me permission yet I just want to build an Ice Castle

Ditto. We are not talking theme as just placement with the environment, but in time era too. Castles don’t really fit in a city. You might make ruins on a mountain or something, but even then it may look odd. Making it out of pure ice seems unrealistic too.
