Ya dock layout is actually inspired by google-earthing the Norfolk, VA dockyards
Alongside the smaller, 50 meter, eight story Cotton Exchange building, another midrise pops up along the historic waterfront: The 12 story Savoy Hotel, heavily inspired by the first incarnation of the 5th Avenue Manhattan hotel built in 1890 and later demolished in the 1920s to make way for the Savoy-Plaza, itself later demolished for the ugly POS which is the General Motors building:
