I always wanted to get into Windows programming, but never found the time. Just FYI, you can’t say that it’s Apache Licensed except for commercial usage, as OS licenses require it to be freely available for everyone.

You can get a license (for free) from DreamSpark http://www.dreamspark.com, if you have .edu email address, that’s how I’m using it.

Octo is talking about your project, IntFix-Enterprise. You said that it is licensed under Apache Public License 2.0, yet make the exception for commercial usage. You cannot do this by the terms of the APL2 - under the APL2, all commercial usage is freely permitted.
