By definition a City is ‘a large town’ and by legal standards it’s measured in a certain population level. As for the no skyscraper argument, a city doesn’t necessarily need any at all (the city in which I was born is a prime example, but is double the minimum standard for a City status)

Sunshinevalley
I nominate Sunshinevalley as it has a very proud short history only dating back in April 3RD. The Founder Zwinky12 me has already founded a previous city, which is, Sanfranzwinkco which was founded back in Early 2014 but was soon abandoned. Now Sunshinevalley was founded there has been countless waves of happiness and positive attitudes towards the city! with great views and a great skyline the city has been one of the hottest topics with staff and trusted saying it is a great city with great potential!

It’s very interesting how you never mention how I helped you found the city quite a lot, from finding the first site for the city and then managing to get the entire thing W/E’d to a new location I found for you the map.
