In my opinon. the sound rain makes in MC is annoying, and it lags the HELL outta my MC, My framerate always plummets (what little framerate I usually have) down to the depths of the sea I tell you.

If your really struggling for frames then i suggest you install optifine and turn off the rain animation, it will still show the splash animations on the floor but the falling rain will be disabled, this might help you a bit =]
